EM 13.3 Sending False Alerts for High CPU Usage (on Linux Host) (Doc ID 2636547.1)

Symptoms

Consistently receiving false Alert emails from OEM (13.3) for Linux Hosts, such as the following:

Host=<HOSTNAME>
Target type=Host
Target name=<HOSTNAME>
Categories=Capacity
Message=CPU User Time (%) is 83.562 , crossed warning (75 ) or critical (85 ) threshold.
Severity=Warning
Event reported time=Jan 16, 2020 10:57:05 PM EST
...
Operating System=Linux
Platform=x86_64
Event Type=Metric Alert
Event name=CPUUsage:userTimePct
Metric Group=CPU Usage
Metric=CPU User Time (%)
Metric value=83.562
Key Value=13
Key Column 1=CPU Number
Rule Name=DEFAULT_RULESET,rule_metric_events
...
Update Details: CPU User Time (%) is 83.562 , crossed warning (75 ) or critical (85 ) threshold.  

yet, looking at both the EM Console and other hardware monitoring (see screen-shots),
no such high CPU usage is seen.
