EM 13c: Scheduling RMAN backup in EM Returns Error 'Unable to connect to the database with SQLPlus' (Doc ID 2648007.1)

Symptoms

Scheduling RMAN backup within EM returns the following error:

Unable to connect to the database with SQLPlus, either because the database is down or due to an environmental issue such as an incorrectly specified Oracle Home.
If the database is up, check the database target monitoring properties and verify that the Oracle Home value is correct.

 

Running a simple SQL job (i.e. 'select sysdate from dual;') on same db target with same credentials, we see the EM job is able to run the job, however, the output shows error

SQL> SQL> ERROR:
ORA-12547: TNS:lost contact

SP2-0584: EXIT variable "SQLCODE" was non-numeric
Usage: { EXIT | QUIT } [ SUCCESS | FAILURE | WARNING | n |
<variable> | :<bindvariable> ] [ COMMIT | ROLLBACK ]
Process returned : 1.
