EM 13c: OMS Startup Hangs After Setting the Property JAVA_EM_MEM_ARGS (Doc ID 2655422.1)

Symptoms

After setting the following property on OMS 13c, OMS Startup hangs forever.
 
$OMS_HOME/bin>./emctl set property -name JAVA_EM_MEM_ARGS -value "-Xms256m -Xmx1740m "

$OMS_HOME/bin>./emctl stop oms -all

$OMS_HOME/bin>./emctl start oms  [ This Steps Hangs Forever ]

$../gc_inst/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out file doesn't report any error and it wont be updated further after initial lines.
