Symptoms
Login to EM Console with any user credentials fails with the following error:
Authentication failed. If problem persists, contact your system administrator.
During this time, we can see the following errors reported in emoms_pbs.trc file
$../gc_inst/em/EMGC_OMS1/sysman/log/emoms_pbs.trc
2020-04-05 13:00:34,273 [Job Dispatcher Thread] WARN emdrep.jobs logp.251 - [EM-00196] The DBMS_SCHEDULER jobs are stalled. The cause could not be determined. If the problem persists, contact Oracle Support. Until the problem has been resolved, the dispatcher will run in fail-over mode.
