Agent Upgrade to 13.4 Stuck With "Suspended On Event" After Secure Step.

During the Agent upgrade to 13.4, it got stuck after agent secure step.
emctl status agent shows - OMS Unreachable.

In the AGENT_BASE_DIR/agent_inst/sysman/config/emd.properties file,

REPOSITORY_URL in the emd.properties was changed from

https://PHYSICAL_OMS_HOST:UPLOAD_PORT/empbs/upload
