EM 13c: "emctl status oms" Command Throws the Error "Can't locate EmctlCommon.pm" (Doc ID 2669323.1)

Symptoms

Oracle Enterprise Manager Cloud Control 13c.
Checking the status of oms giving the below error:

<OMS_MIDDELWARE_HOME>/BIN> ./emctl status oms
