EM 13c: OSServiceStatus Metric Fails with Error: OSServiceStatus could not be collected. Root privileges are required to collect it (Doc ID 2676037.1)

Symptoms

The Enterprise Manager (EM) 13.3 Cloud Control OSServiceStatus Metric fails with the following error:

$ <oms_middleware_home>/bin/emcli collect_metric -target_name=<target_name> -target_type=host -metric_name=OSServiceStatus
OSServiceStatus: OSServiceStatus:Metric 'OSServiceStatus' could not be collected. Root privileges are required to collect it. Make sure NMR has been configured by running '/<agent_base>/agent_13.3.0.0.0/root.sh' script. After the configuration is done, you can force metric collection (if it is a performance metric) with 'emcli collect_metric -target_name=-target_name>target_type=host -metric_name=OSServiceStatus' command. Configuration metrics can be recollected from the OMS: Target > Configuration > Latest > Refresh. Error message: /<agent_base>/agent_13.3.0.0.0/sbin/nmr: macro SERVICE_LIST_LINUX resolves to /sbin/initctl, which is not owned by root
