Software Standardization Advisor Returns Collection Errors

Symptoms
13.3 EM "Software Standardization Advisor" returns "Collection Errors" when the oracle home target is version 19c
Navigate to Targets -> Databases -> Administration -> Software Standardization Advisor
and
Analysis of your Enterprise returns "Collection Errors"
click on the respective collection error and it takes you to Metric Collection Errors page showing the respective Oracle Home target.
Click on the oracle home target name and it takes to the oracle home target home page. There you see
"Collection Status: Incomplete" and "Reason Found 1 Metric Collection Error(s)."
Click on "Found 1 Metric Collection Error(s)." and it takes to the "Metric Collection Errors" , from there it takes you the Incident Manager page showing
java.lang.UnsupportedOperationException: Collection Result Maximum Flood Control Level Exceeded
