Symptoms
Siebel enterprise target discovery pre-checks fails in EM 13.3.
STEPS:
The issue can be reproduced by following below steps:
1. Install Siebel 19.7
2. Install EM 13.3
3. Install oemagents using different user rather than Siebel user on Siebel servers
4. In EM console, try to discover Siebel enterprise target
