EM13c: After EM Repository Database Switchover to Primary Database, Oracle Management Server Could Not Be Started. (Doc ID 2684021.1)

Symptoms

After Enterprise Manager (EM) 13c Repository Database switchover performed, OMS is not starting with the errors below.

<MIDDLEWARE_HOME>/bin/emctl start oms

Starting Oracle Management Server...
WebTier Successfully Started
Oracle Management Server Could Not Be Started
Check EM Server log file for details: <PATH>/gc_inst/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out
Oracle Management Server is Down
JVMD Engine is Down

<PATH>/gc_inst/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out

While OMS Start in progress, noticed that netstat -an | grep <MS_HTTPS_PORT> command
And port <MS_HTTPS_PORT> is tying to connect the standby database instead of Primary database.
