EM13c : WebTier Could Not Be Started After OS Patching (Doc ID 2686688.1)

Symptoms

In Enterprise Manager (EM) Cloud Control, trying to start the OMS after OS Patching fails with "WebTier Could Not Be Started" error.

Error stack from emctl.log file:

Starting the OHS component fails:

$ ./startComponent.sh ohs1

Starting the Nodemanager fails:

$ ./startNodeManager.sh
