Enterprise Manager 13c, OMS Recover on new host using the command below has failed 

<MIDDLEWARE_HOME>/bin/omsca recover -as -ms -nostart -backup_file <PATH>/opf_ADMIN_<timestamp>.bka -EM_BIP_PORT <EM_BIP_PORT> -EM_BIP_HTTPS_PORT <EM_BIP_HTTPS_PORT> -EM_BIP_OHS_PORT <EM_BIP_OHS_PORT> -EM_BIP_OHS_HTTPS_PORT <EM_BIP_OHS_HTTPS_PORT>

<MIDDLEWARE_HOME>/cfgtoollogs/omsca_<timestamp>.log
