EM 13c: Newly Installed Agents Failed To Promote With Error "unable to connect to http server at AGENT_URL [handshake has no peer] isTransientExceptionThrown: 0" (Doc ID 2688692.1)

Symptoms

Newly deployed Agents using silent method on exadata servers shows 'Metric Collection' status.

OMS Side log shows handshake has no peer as follows.

Solution Action plan available in the Doc ID 2538651.1 does not help in this case although the symptoms are matching.
