EM 13c: omsca new failed with error "ORA-01157: cannot identify/lock data file 201 - see DBWR trace file" (Doc ID 2690636.1)

Symptoms

Enterprise Manager 13c OMS Cloning failed with below error while running the command 

./omsca new -EM_DOMAIN_NAME <domain_name> -NM_USER nodemanager -AS_USERNAME weblogic -nostart
