Symptoms

EM 13.2 OMS fails to start after upgrading the repository database to 19c

$OMS_HOME/bin/emctl start oms

Starting Oracle Management Server...
WebTier Successfully Started
Oracle Management Server Could Not Be Started
Check EM Server log file for details: /opt/oracle/gc_inst/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out
Oracle Management Server is Down
JVMD Engine is Down

As soon as the OMS is starting, its crashing internally and generating thread dumps. This can be verified from 

../gc_inst/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out
