Symptoms

Enterprise Manager (EM) 13.3.2 Cloud Control Fleet Maintenance

When attempting to patch a 19c SIDB with Fleet Maintenance, the following error occurs in UPDATE_DB operation, step "Shutdown database instance from source Oracle home" when the database is shut down and the deployment procedure tries to check its status:

$emcli db_software_maintenance -performOperation -name="Update DB" -purpose=UPDATE_DB -target_type=oracle_database -target_list="<DB_TARGET_NAME>" -normal_credential="ORACLE:SYSMAN"
