EM 13c: Receiving 'ORA-01031: insufficient privileges' when modifying EM user password or creating EM user in EM console UI (Doc ID 2695974.1)

Symptoms

When attempting to either modify EM user password as SYSMAN via EM Console UI or using 'emcli modify_user', the following error is returned

ERROR
SQL Error ORA-20217: Failed to modify: <USER>. ORA-01031: insufficient privileges ORA-06512: at "SYSMAN.MGMT_USER" , line 5766 ORA-06512: at line 1

 

Same error is seen when attempting to create new EM user in EM console UI as SYSMAN
