EM 13.3 : OMS Failed to Start as SYSMAN User Keeps Getting Locked (Doc ID 2699165.1)

Symptoms

13.3 Enterprise Manager Cloud Control
OMS failed to start with below error:

$ emctl start oms
Oracle Enterprise Manager Cloud Control 13c Release 3  
Copyright (c) 1996, 2018 Oracle Corporation.  All rights reserved.
Starting Oracle Management Server...
WebTier Successfully Started
Oracle Management Server is not functioning because of the following reason:
Connection to the repository failed. Verify that the repository connection information provided is correct.
Check EM Server log file for details: <EM_INSTANCE_HOME>/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out
JVMD Engine is Up
Starting BI Publisher Server ...
BI Publisher Server Successfully Started
BI Publisher Server is Up



Observed the below from <EM_INSTANCE_HOME>/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out logs:

Fetched repository credentials from Credential Store
Invalid Connection Pool. ERROR = ORA-01017: invalid username/password; logon denied

2020-Aug-03 10:01:19 : Failed to get repository details from credstore: Repository credentials are not available in Credential Store
Fetched repository credentials from emgc.properties
Invalid Connection Pool. ERROR = ORA-28000: The account is locked.
