Symptoms

EM 13.4, Patching 12.1.0.2 SIHA target failed with the following error:

Wed Aug 5 18:43:41 2020 - Executing Prerootpatch using <AGENT_HOME>/agent_13.4.0.0.0/perl/bin/perl <GRID_HOME>/12.1.0/grid/crs/install/roothas.pl -prepatch
