EM 13c OMS PSU Patch Fails Due To Errors In Package Body (Doc ID 2702909.1)

Symptoms

Applying OMS PSU on the OMS fails with the error:

Error Msg = ORA-04063: package body "SYSMAN.MGMT_USER" has errors
ORA-06512: at "SYSMAN.MGMT_PATCH_UTIL", line 302
ORA-06508: PL/SQL: could not find program unit being called: "SYSMAN.MGMT_USER"
ORA-06512: at "SYSMAN.EMD_MAINTENANCE", line 15
ORA-06512: at "SYSMAN.MGMT_PATCH_UTIL", line 289
ORA-06512: at line 5

Also in em_patch_apply.log notice deadlock on Repository:

JDBC SQLException - ErrorCode: 60SQLState:61000 Message: ORA-00060: deadlock detected while waiting for resource
