Symptoms

In Enterprise Manger (EM) Cloud Control, when DEPLOY_DB_SOFTWARE command executed and command hangs Forever With Error "Checking if target is in non-default location inside the Oracle Home"

$ emcli db_software_maintenance -performOperation -name="DeplDBJul2020" -purpose=DEPLOY_DB_SOFTWARE -target_type=oracle_database -target_list="<target_name>" -normal_credential="ORACLE:SYSMAN" -privilege_credential="ORACLE_PDP:SYSMAN" -input_file="data:C:\Input_db_deploy_12c.txt"
