EM13c : Compliance Standard Association With Dynamic Group Is Slow

Symptoms
In Enterprise Manager (EM) Cloud Control, when a dynamic group is having multiple targets as members. Associate all those member targets with Compliance Standard (CS) via Dynamic Group. When there is addition of new targets to the Dynamic Group, the newly added targets are not associated to the CS automatically. Currently we do not have any provision to refresh members list association with Compliance Standard.
Also the association of a dynamic group to a CS is very slow and causing performance issues.
