Plug-in Undeploy from Enterprise Manager 13c OMS throws an error as below

MIDDLEWARE_HOME/bin/emcli undeploy_plugin_from_server -plugin="<PLUGIN_ID>"

Enter repository DB sys password:
Cannot undeploy the plug-in <PLUGIN_NAME>. It is deployed on one or more hosts.
