Patching Fails with Prerequisite check "CheckActiveFilesAndExecutables" failed On Windows EM Cloud Control 13.4 (Doc ID 2714491.1)

Symptoms

When applying any Patch on EM 13.4 running on Windows operating system below error is seen:

Error Occurred: Cannot run program "null\system32\net.exe": CreateProcess error=2, The system cannot find the file specified
  Please check C:/<path>gc_inst/em/EMGC_OMS1\sysman\log\emctl.log for error details
