FLEET: Deploying RDBMS Home Failed With Error "The GUID For Oracle Home Was Not Found!!!" (Doc ID 2715271.1)

Symptoms

EM 13.4 with RU6.
OMS is on Linux Server.
Target Database is on Windows Server.
Patching 12.2 target database using fleet maintenance.
Deploying new database oracle home failed with the below error:
$ emcli db_software_maintenance -performOperation -name=<User specified Operation name> -purpose=<Operation Type> -target_type=<type of target> -target_list=<list of targets> -normal_credential=<credential name> -privilege_credential=<privileged credential name> -input_file="data:<location of input file>"

Maintenance window purpose = DEPLOY_DB_SOFTWARE
Checking OH Associations...
Updating Oracle Home lineage...
working on lineage for A1800BD914D286340827C9B1693C7A2E Oracle Home ...
ERROR: The GUID for Oracle Home was not found!!!
