EM 13.4 LDAP Authentication Failed With Error "Server chose TLSv1.1, but that protocol version is not enabled or not supported by the client" (Doc ID 2715359.1)

Symptoms

EM 13.4, OMS is configured to use only TLSv1.2 as per this <Note 2212006.1>
OMS is authenticated with External Active Directory which is configured over SSL
LDAP authentication failed and warning below is reported in EMGC_ADMINSERVER.out
