EM13c : OMS Is Not starting post plug-in deploy failure

Symptoms
On Enterprise Manager (EM), OMS is not starting with errors below after the ODBA plug-in deployment failure.
$ emctl start oms

Starting Oracle Management Server...
WebTier Successfully Started
Oracle Management Server is not functioning because of the following reason:
Plugin's Repository version is not compatible with Plugin's OMS version. Check server log files.
Check the following log files:
EM log files: <PATH>/gc_inst/em/EMGC_OMS1/sysman/log/emctl.log, emoms.trc, emoms_pbs.trc
JVMD Engine is Up
Starting BI Publisher Server ...
BI Publisher Server Successfully Started
BI Publisher Server is Up
<PATH>/gc_inst/em/EMGC_OMS1/sysman/log/emoms.trc
