OCI - Trying To Change SYAMAN Password Using change_repos_pwd Fails With : "ORA-01017: invalid username/password"

Enterprise Manager (EM) Cloud Control was configured from EM Market Place and post installation the SYSMAN password was not working.
Trying to change the SYAMAN password using both "SYSMAN password is known" & "SYSMAN password is unknown" methods are failing with ORA-01017 error.

ORA-01017: invalid username/password; logon denied
Verifying the connection using SYS also fails with ORA-12154, while same credentials works fine connecting directly to database.
