EM 13c: Applying Monitoring Templates Stuck in Status Pending

Symptoms
From EM Console 13c, applying monitoring templates on targets stuck in pending status forever. (Issue is not specific to any template or target type)
During this time, emoms_pbs.trc file (../gc_inst/em/EMGC_OMS1/sysman/log/) reports following errors:
