Get following error when starting EM

[oracle@xxxxx nodemanager]$ <OMS middleware home>/bin/emctl start oms

Starting Oracle Management Server...
WebTier Successfully Started
Oracle Management Server is not functioning because of the following reason:
Connection to the repository failed. Verify that the repository connection information provided is correct.
Check EM Server log file for details: <gc_inst>/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out
JVMD Engine is Down
Starting BI Publisher Server ...
BI Publisher Server Already Started
BI Publisher Server is Up

see following error in EMGC_OMS1.out

2020-Dec-21 19:22:48 : Failed to get repository details from credstore
<getReposPropFromCredStore> : Repository credentials are not available in Credential Store
Fetched repository credentials from emgc.properties
Invalid Connection Pool. ERROR = ORA-01017: invalid username/password; logon denied
