Real-time ADDM Failing With: Month '-1' out of range 0..11 (Doc ID 2743420.1)

Symptoms

Trying to open Database Home page> Performance > Real-Time ADDM -> Start, the following error is shown for Session Activity by Wait Classes:

Got Exception for instance 1 target name <MY DB Name>
Month '-1' out of range 0..11 at /u01/app/oracle/agent/agent_13.3.0.0.0/plugins/oracle.sysman.db.agent.plugin_13.3.2.0.0/scripts/db/ashviewer/ashMetric.pl line 708
