Symptoms

Enterprise Manager (EM) 13.3 Cloud Control is authenticated with OAM SSO
The emcli login or setup commands fail with the following error: 

$ emcli login -username=sysman -password=*******
Error: Login failed. Retry with correct hostname, port or username / password else check the log files for further details.
Log file location is :<EM_INSTANCE_BASE>/gc_inst/em/EMGC_OMS1/sysman/emcli/setup/.emcli/.emcli.log

$ emcli setup -url="https://<OMS_Console_URL>/em" -nocertvalidate -trustall -noautologin -username=sysman
