Symptoms

The Enterprise Manager 13.4 Cloud Control Webtier fails to start after executing the "emctl secure oms" command with SLB details.

$OMS_HOME/bin/emctl start oms

WebTier Could Not Be Started.
Error Occurred: WebTier Could Not Be Started.
Please check /../gc_inst/em/EMGC_OMS1/sysman/log/emctl.log for error details

From <OMS_Instance_base>/gc_inst/user_projects/domains/GCDomain/system_components/OHS/ohs_nm.log reports following errors:
