The Enterprise Manager (EM) 13.3 Cloud Control administrator user's list cannot be edited after an upgrade from EM 22.214.171.124.0 to 126.96.36.199.0.
Navigating in EM 13 to security > administrators > selecting a Active Directory (AD) user, then selecting edit and then Next gives the following error:
User <USERNAME> not found in the external identity store (LDAP). Ensure the user exists in LDAP store
