EM13c: User [USERNAME] Not Found In The External Identity Store (LDAP)Ensure The User Exists In LDAP Store (Doc ID 2758769.1)

Symptoms

The Enterprise Manager (EM) 13.3 Cloud Control administrator user's list cannot be edited after an upgrade from EM 12.1.0.5.0 to 13.0.0.0.0.

Navigating in EM 13 to security > administrators > selecting a Active Directory (AD) user,  then selecting edit and then Next gives the following error:

   User <USERNAME> not found in the external identity store (LDAP). Ensure the user exists in LDAP store 

From EM_INSTANCE_BASE>/gc_inst/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out log:
