Siebel enterprise target discovery pre-checks is failing with Siebel CRM 21.2 & EM 13.4

2021-03-01 05:48:31,831 [main] DEBUG lang.Class logMsg.247 - CheckDir - siebns.dat file not found. Will use the port number from user input.


The issue can be reproduced at will with the following steps:

1. Install Siebel MDE version (20.12/21.1/21.2 & later)

2. Install EM 13.4

3. Deploy Siebel plugin OEM server

4. Install oemagents in Siebel servers and deploy Siebel plugin.

5. In EM console, try to discover Siebel enterprise target. It is failing duing disocvery pre-check
