Symptoms
Upgrading agent to 13c fails during the startSharedUpgrade step with the error:
<AGENT_BASE_DIR>/agent_13.4.0.0.0/sysman/install/agentDeploy.sh -upgrade -ignorePrereqs AGENT_BASE_DIR=<AGENT_BASE_DIR> OLD_AGENT_VERSION=13.3.0.0.0 OLDHOME=<AGENT_BASE_DIR>/agent_13.3.0.0.0 AGENT_INSTANCE_HOME=<AGENT_BASE_DIR>/agent_inst PLUGIN_RSPFILE=<AGENT_BASE_DIR>/agent_inst/install/plugins_upgrade.txt AGENT_REGISTRATION_PASSWORD=<password> b_sharedAgents=true -configOnly
