13.5: Upgrade Option Not Listed While Executing EMPreReqKit (Doc ID 2769555.1)

Symptoms

Running the EMPrereqKit (Stand alone mode) to validate the prereq checks, does not show the "Upgrade" option. It displays only one option "Create a new Enterprise Manager system"

./em13500_<platform>.bin EMPREREQ_KIT=true
