Symptoms

Migrating the 13c agent using AgentMigrate.pl script fails with the error:

The command is <NEW_AGENT_BASE_DIR>/agent_inst/bin/emctl setproperty agent -name agentStateDir -value <NEW_AGENT_BASE_DIR>/agent_inst
EMD setproperty failed: Offline SetProperties failed:null
