EM 13c: New Enterprise Manager 13c Cloud Control Agent and its Host Target Show Pending Status (Doc ID 2776443.1)

Symptoms

Enterprise Manager (EM) 13.4, Agent installation is successful.
However, the Agent and Host target statuses are in Pending status and show the following command session error:

Availability Evaluation Error with Message: Target data is currently being uploaded to the repository

The Agent is Up and Running:

$ <AGENT_BASE>/agent_inst/bin/emctl status agent
