EM 13c: Patching Empty Database Oracle Home Failed With Error "opatch_prereq_results.xml not found"

Symptoms
OEM 13.3, 13.3.2 DB Plugin with latest bundle patches.
Applying <Patch 30340202> on 12.1.0.2 empty Database Oracle home (which does not have any db instance running) using OEM failed with below error:
Failed Job step log shows the below errors:
