EM 13c: Applying RU10 Patch to Enterprise Manager 13.4 Cloud Control OMS Hangs more than Two Hours (Doc ID 2778518.1)

Symptoms

Enterprise Manager (EM) 13.4 Cloud Control
Applying EM 13.4 OMS RU10 hangs.

The following command is invoked from the RU10 patch directory and reaches the stage where it is updating metadata information in the repository database, resulting in the command output shown:

$<PATCH_UNZIP_LOC>/<PATCH_NO>./omspatcher apply 

Registering service "targetType" with register file "/<OMS_MW_HOME>/plugins/oracle.sysman.db.oms.plugin_13.4.1.0. xml" for plugin id as "oracle.sysman.db"...
