EM 13.4 Installation Failed With ERROR:MDS oracle.sysman.assistants.rcu.backend.RCUExecutionException (Doc ID 2783547.1)

Symptoms

When installing the EM 13.4 with Oracle 12.2 as repository, it has failed at MDS Schema creation is failed with following errors.

ERROR - RCU-6091 Component validation failed.

CAUSE - RCU-6091 One or more component specific validation failed.

ACTION - RCU-6091 Check log for more details and fix the validation error.
