EM 13.5 is generating Out of Band email notification with the following message:

Severe Oracle Enterprise Manager problem
Following Health Checks have failed, refer "Setup -> Manage Cloud Control -> Health Overview" page for more details

From EM Console, navigating to "Setup -> Manage Cloud Control -> Health Overview" page does not show any open alerts.
