EM 13.5: Additional OMS Installation Fails With An Error "INSTANCE_HOME directory doesn't exist" (Doc ID 2790634.1)

Symptoms

Additional OMS fails with the below error:

Importing configuration for pluggable modules...
Securing OMS ......
Post "Deploy and Repos Setup" operations completed successfully.

OMSCA-ERR:Post deploy operations failed. Check the trace file:<OMS_HOME>/cfgtoollogs/omsca/omsca_YYYYMMDDHHMMSS.log
Add OMS failed
Cannot determine if BI Publisher is configured with Enterprise Manager: INSTANCE_HOME directory doesn't exist
OMS CA recover failed

 "<OMS_HOME>/cfgtoollogs/omsca/omsca_YYYYMMDDHHMMSS.log" reports the following errors:
