IO Error: The Network Adapter Could Not Establish The Connection For AWS Database From the Performance Hub

Symptoms
Connect to the target database from the Enterprise Manager (EM) 13.2 Cloud Control Oracle Management Service (OMS) with TCPS port 2484.
The target database is shown in the EM console with the correct status.
However, go to the target Performance page and try to connect to the database and it gives the following console error:
IO Error: The Network Adapter could not establish the connection
Changes
The database Monitoring Configuration was changed from using the TCP protocol to using TCPS for the AWS database.
