Symptoms

In Enterprise Manager 13.5 emcli setup fails with below error

<middleware_home>/bin/emcli setup -url=https://<oms_hostname>:<upload_port>/em -username="sysman" -dir="/home/oem/.emcli" -verb_jars_dir="/home/oem/.emcli"
Error: Some required configuration is missing, corrupt, inaccessible, or insecure (access permissions are too liberal).
Resolve the problem and run setup.
