Symptoms

The Enterprise Manager (EM) 13c Cloud Control emctl relocate_target agent command fails to relocate a target with the following session error:

$ <Agent_Base>/agent_inst/bin/emctl relocate_target agent "<Target Name>" "<Target Type>"

ERROR-Error deploying metric extensions when relocating <DB Name>:oracle_database from <Source Agent> to <Destination Agent> - JBO-AGENT_ERROR: Encountered communication error between OMS and Agent while testing target availability., Check log files for details: <EM_INSTANCE_BASE>/gc_inst/em/EMGC_OMS1/sysman/log/emoms.log,<EM_INSTANCE_BASE>/gc_inst/em/EMGC_OMS1/sysman/log/emoms.trc, : Can't find resource for bundle oracle.sysman.emdrep.target.relocate.RelocateTargetMsg, key Error deploying metric extensions when relocating <DB Name>:oracle_database from <Source Agent> to <Destination Agent> - JBO-AGENT_ERROR: Encountered communication error between OMS and Agent while testing target availability., Check log files for details: <EM_INSTANCE_BASE>/gc_inst/em/EMGC_OMS1/sysman/log/emoms.log,<EM_INSTANCE_BASE>/gc_inst/em/EMGC_OMS1/sysman/log/emoms.trc,
