EM 13c: Enterprise Manager Cloud Control Upgrade from 13.4 to 13.5 Fails with Error: java.security.AccessControlException: access denied (Doc ID 2802492.1)

Symptoms

Enterprise Manager (EM) 13.5 Cloud Control
Upgrade from 13.4 to 13.5 with software only method fails.

Invoke this command:   $/<13.5_OMS_ORACLE_HOME>/sysman/install/ConfigureGC.sh

Choose the upgrade option and provide necessary inputs in subsequent screens.

The "OMS Configuration" step fails with the following error:

Code of Exception: Error occurred while performing nmStart : Error Starting server EMGC_ADMINSERVER : Received error message from Node Manager Server: [Server start command for WebLogic server 'EMGC_ADMINSERVER' failed due to: [Server failed to start up but Node Manager was not aware of the reason]. Please check Node Manager log and/or server 'EMGC_ADMINSERVER' log for detailed information.]. Please check Node Manager log for details.


<EM_INSTANCE_BASE>/gc_inst/user_projects/domains/GCDomain/servers/EMGC_ADMINSERVER/logs/EMGC_ADMINSERVER.out has the following errors:
