EM 13c: Enabling FSFO from 19c Data Guard page in EM Console Fails with Error "Database <xxxxx> is not discovered and/or database properties are not available" (Doc ID 2819204.1)

Symptoms

From EM 13.4 Console, enabling FSFO for any SIHA 19.12 Data guard instance fails with the following error:

“Database XXXXXXX is not discovered and/or database properties are not available.”

These are not new database targets. They are already discovered in EM.

The same issue is happening for all the DBs which are upgraded to 19.12

Dataguard verify configuration step is always successful

"Database Home Page > Availability - Data Guard Administration - Verify Configuration".
