Enterprise Manager (EM) 13.4 Cloud Control

Adding a database to AWR fails with the following errors:

EMDB-00737: DB version should be greater than 10.2 (greater than 12.2.0.1 for PDB) and not greater than that of the AWR warehouse database.
EMDB-00738: Error configuring Central AWR. Refer to the log files for details.
